What I have to do, my seller forbade to give me bio matric

Hi, I have bought a Lahore number move in august 2021. I did not transfer the vehicle in my name. Now I want to transfer this vehicle to my name. Currently, the car is in the company name and the company manager is not responding. My questions are:
1- I have the letterhead of the company for transfer, so still I require the bio matric of any representative?
2- What should I do if they forbade to transfer it?

The company must have an organization login where they can register individual as representative. That the individuals can do the verification on the responsibility of the company and your transfer can go through. So the questions are, is that your company that you work in? Do they have excise organization login? Is the person with you are in contact is an authorized representative? If none of the above, you should go to an excise office and you should check your options.
