Vehicle Registration Smart Card Starts from 15 Oct
The Excise, taxation and Narcotics Control ET&NC has started the launching of vehicle registration smart card. The decision has been made by the excise minister and the most awaited vehicle registration smart card will be started from 15 October 2018.

Long delay in launch of smart card:
The launching of the smart card was decided last year and it was expected that it would be started in November 2017. After the delay, it was decided that the smart cards will be issued in March 2018 but it was further delayed. Now the director general of ET&NC said that the process was delayed due to some legal issues of bidding parties. The project of ARC is complete now and the approval of the smart card was accorded by the former chief minister Punjab in March 2015. All of the work has been completed to launch the new service of the smart card and the excise department is looking for the launching of the smart card by 15th of October 2018.
Registration Books Requirements in Pakistan:
The excise department has issued the stats and nearly 2 million registration books are issued every year, which are added with 1.6 million books for the newly registered vehicles. The bidding parties were asked to print 2 million cards every year in order to cover up the demand of the registration books in the country. They were asked to ensure their capability of providing the durable cards as they have the ability to store important date for minimum 5 years.

Smart Card Salient Features:
The main aim of launching of smart card is to digitize vehicle registration process across Punjab. Smart card offers various benefits of the vehicle registration book.
• Smart card can be carried out easily as it has compact size as compared to registration book.
• There will be information in the smart card regarding owner and body of the vehicle.
• The registration book was worn out after some time and now the smart card will be replaced after expiry of every 5 years.
• When the vehicle is transferred to the new owner then this smart card will be expired and new smart card will be issued to the buyers.
• It is expected that the cost of the new smart card will be Rs.500/-.
• The smart card is automated card and it has the feature of Near Field Communication NFC chip technology.
• The NFC chip will help in verification of card details and information related to expiry of token tax.
• Smart card has physical anti forgery security feature and it can help to protect the information of the owner.
What sort of information saves in smart card?
The smart card will carry out the basic information of the vehicle and the owner, which are given as under:
• Vehicle owner’s name
• CNIC/Passport details
• Vehicle’s chassis number
• Engine number
• Registration number
• Date of registration
• Previous registration if any
• The expiry date of the token tax
• Number of cylinders
• Type of vehicle’s body
• Vehicle’s color
• Maker’s name
• Class of vehicle
• Tyre size
• Year of Manufacturing
• Seating capacity
• Horsepower/CC
• Assessed annual tax

When any owner buys the vehicle, he can pay the fee of the smart card of Rs.500 at the excise office. The smart card is expected to be delivered with jackets and verification process will be done before the issue of the smart card to the owners. The smart card launching would facilitate the people and it will let the authorities to keep a check on any alteration being made to vehicle.
