Air Filter Assembly in Khyber

My car suzuki khyber 95 was giving very low mileage and i went to get it tuned, but many of the cng mechanics refused to do so, they say that till i change the air filter assembly they won't tune it because mine'e rubber is cut. I asked many people and at the end i just put a double layer of silicon glue on it and i can't see any place now from which air can leak.

Can some one help me with this? how do i check whether my car is taking more air? or do i really have to change the air filter assembly?

Okay ... well, as i understand, ur problem is u wanna see Whether the air is still being sucked by ur Carberator other than the air filter rite ? ... the pipe that is cumming out of the air filter , that's sucking air from the open space, cover it with ur hand and see if ur car stops, if it doesn't stop that means the air is still being sucked by somewhere else other than airfilter and get it checked properly and put Rubber surroundings ( the TUBES OF A TYRE ) cut it and by carefully calculating the circles and everywhere else .. ok.. get it ?
