HELP! BMW 316i engine

AOA, guys i want your help. my uncle recently bought a BMW 316i n he says at idle, the car vibrates n the rpm fluctuates. He has changed the airflow sensor and removed the catalytic converter but the problem still exists. during driving n in the higher rev range, the car is perfect. plz tell me what could be the problem??
