This major hike in vehicle transfer fees in Islamabad takes effect on April 14, 2025, following a notification released on April 11, 2025. Implemented under Section 43 of the West Pakistan Motor Vehicle Ordinance, 1965, the change aims to address the increasing number of vehicle registrations and the administrative expenses tied to ownership transfers.

Enforcement and Market Trends
The Chief Commissioner has mandated that the new fees be deposited into the designated financial account as outlined by the Ministry of Finance. The Excise & Taxation Department, ICT Islamabad, will ensure compliance with these rates. The inclusion of EVs highlights their increasing adoption, with companies like BYD, MG Motor, Dewan Motors, DFSK, and GuGo Motors entering Pakistan’s market in recent months.
